In 1792 – President George Washington signs a bill establishing the US Post Office Department. There were several central postal departments in America before this, the first in 1691, authorized by English sovereigns William III and Mary II, and one created by the Continental Congress in 1775. The postmaster general was a member of the president’s cabinet from 1829 until 1971, when the department was replaced by the current US Postal Service. 

In 1944 – The Toronto Maple Leafs and the Chicago Blackhawks play the only NHL game without goals or penalties in a 0-0 tie at Chicago Stadium. The goalies were Mike Karakas of Chicago and Paul Bibeault for Toronto, and the referee was Bill Chadwick and the game took 1 hour and 55 minutes to play. 

In 1954 – Eddie Fisher with Hugo Winterhalter’s Orchestra & Chorus is at #1 on Billboard’s Best Sellers in Store Chart – a predecessor to the Hot 100 – for the eighth and final consecutive week with Oh! My Pa-pa. The song also went Top 10 in Great Britain and was the fourth and final #1 song for Fisher and was the only #1 for Winterhalter. Earlier, a version by Ray Anthony & His Orchestra peaked at #15. The song was written in German by Swiss composer Paul Burkhard in 1939.
